There is no starter edition, no professional edition and no module held back for a later negotiation. A shipowner who discovers in October that the Garbage Record Book threshold now includes their vessel does not then discover that the module is extra.
They are one product rather than nineteen, and it shows in the places it matters: the drill engine reads the crew list, the daily report reads the consumption ledger and the AIS position, the gangway writes the crew list that the muster and the emergency alert read, and a defect reported on deck becomes a job on a component without anybody retyping it.
